Aliansi Pelangi Antar Bangsa (APAB) was established in September 2002 and is a coalition of various groups involved in or concerned with mixed marriages domiciled both within and outside Indonesia. Its mission is to advocate for changes in the laws or policies that discriminate against and disadvantage women, the families of Indonesians married to foreigners, and Indonesians in general.
APAB represents more than 6,000 mixed-marriage family members living in Indonesia and abroad, and over two decades its advocacy with the government, Parliament, and other stakeholders has contributed to greater recognition and protection of mixed-marriage family rights — most notably through Law No. 12 of 2006 on Indonesian Citizenship and Law No. 6 of 2011 on Immigration.
APAB strives for equal rights for women and men with regard to citizenship, immigration, trusteeship, and inheritance; the right to dual citizenship and/or the status of ‘permanent resident’ for the family members of mixed Indonesian-foreign marriages; and for foreign family members (spouses and children) of mixed Indonesian-foreign marriages to be allowed to work in Indonesia under certain conditions.
The organization remains active on multiple fronts. In August 2024, APAB met with the Bali Regional Office of the Directorate General of Immigration to discuss immigration policy for mixed-nationality couples, with officials acknowledging APAB’s active role in contributing to the latest Ministerial Regulations and Law No. 63 of 2024. Most recently, in February 2025, APAB co-hosted a webinar with the Special Jakarta Regional Tax Office on tax obligations for foreign nationals living and doing business in Indonesia, with Ketua Nia Schumacher participating as a speaker.
