Established in September 2002, Aliansi Perkawinan Antar Bangsa (APAB) is a coalition of mixed-marriage organizations and groups based in Indonesia and around the world, united by a shared mission: to champion the rights of mixed-marriage families and drive changes to laws, regulations, and policies that disadvantage them.
APAB now represents more than 6,000 mixed-marriage family members in Indonesia and abroad. For nearly a quarter-century, APAB has led advocacy with the government, Parliament, and other stakeholders to advance the recognition and protection of mixed-marriage family rights. These efforts have contributed to important legislative milestones, including Law No. 12 of 2006 on Indonesian Citizenship, Law No. 6 of 2011 on Immigration, and the 2026 Employment Protection Law.
APAB strives for the right of every family to live, work, and thrive without discrimination. At the heart of its mission is securing the right to dual citizenship and/or full ‘permanent resident’ status for the family members of mixed Indonesian-foreign marriages. APAB is also urging the government and Parliament to recognize the right of foreign family members (spouses and children) of mixed-marriage families to work and do business in Indonesia. Alongside these priorities, APAB also advocates for greater equality and inclusion for mixed-marriage families in matters of immigration, inheritance and access to healthcare.
To further these goals, APAB maintains active engagement with policymakers, government institutions, and civil society leaders. Its recent advocacy has included hearings with Parliamentary Commissions and individual parliament members, as well as meetings with the Deputy Minister of Immigration and Corrections and senior immigration officials; the Deputy Minister of Manpower; the Director General of General Legal Administration (AHU); the leadership of Indonesia’s principal labour union confederations; senior officials from the Directorate General of Population and Civil Registration; and the CEO of BPJS. APAB also consistently engages with Regional Offices of the Ministry of Law and the Directorate General of Immigration.
Recognised as a key stakeholder, APAB is regularly invited by the government to participate in national and regional forums and consultations on a wide range of issues that impact mixed-marriage families.
